No. Arizona's Transaction Privilege Tax has no classification for labor-only junk or garbage hauling, so the service isn't taxed. The flat price we quote is the price you pay — no sales-tax line at checkout.
The City of Phoenix collects bulk items — officially "uncontained trash" — by appointment. The old quarterly, pile-it-at-the-curb rotation is gone. City residential trash customers now get a maximum of four collections per calendar year, appointments are scheduled up to three business days out, and items may be set out no more than seven days before the collection.
It's free, and if your timing lines up you should use it. It stops working when you've already used your four for the year, when your HOA won't let a pile sit at the curb for days, when you're in a condo or apartment with no curb of your own, or when the job is commercial — the program is residential only. And note that this is the Phoenix rule. Scottsdale, Mesa, Tempe, Chandler, Gilbert, Glendale and the rest of the Valley each run their own bulk schedules with their own caps and staging rules — check your own city rather than assuming Phoenix's applies to you.
