This is the section worth reading before you book anything. City of Phoenix bulk trash is appointment-based — the old quarterly auto-pile is gone — and the program run by Phoenix Public Works comes with three hard limits that collide with a garage cleanout at once. You get a maximum of four collections per calendar year. Appointments are scheduled up to three business days out. And material may not be placed out more than seven days ahead of the collection date.
Run a real garage through those rules and the math falls apart fast. First, you do all of the work — every box, every shelf, every broken patio chair carried from the garage to the curb by hand, in whatever the temperature happens to be that week. Second, one garage consumes an entire year's allowance, leaving you three collections for everything else the house produces between now and December. Third, and worst, the pile then sits at the front of your house for the days between set-out and collection — visible, spreading, and blowing around in a monsoon gust.
That last part is the fine.
